Alliance of Active NGOs in the field of Child and Family Social

The project is implemented by the Alliance of Active NGOs in the field of Child and Family Social (APSCF). The Alliance is a network of 62 non-governmental organizations throughout the Republic of Moldova, including the Transnistrian region. APSCF is working to create a coherent and functional development framework of the decision makers and of the implementation mechanisms and practices, while ensuring the respect and real protection of children and families. Project Summary:

The 2019 UNESCO report “Behind the numbers: Ending school violence and bullying”[1] reveals that in the Republic of Moldova the total share of bullied children is 34.7% (34.0% among boys and 35.4% among girls), which is a higher rate than in neighbouring Romania. More recently, the 2019 UNICEF study "Bullying among adolescents in the Republic of Moldova" shows that 86.8% of all students (grade 6-12) are affected by bullying, and 34.3% of studied participants were both victims, bystanders, and bullies in various situations. The bullies represent 41.1% of all adolescents, victims of bullying represent 70.8% of all students (grade 6-12), and bystanders are 75.6% of the total number of surveyed students. According to psychologists, children, regardless of their role (bullies, victims, or bystanders) are, in fact, all victims and need help and protection. The phenomenon will not stop by itself if appropriate actions are not implemented.

To address this issue, starting in 2021, the Alliance of NGOs Active in the Field of Social Protection of Children and Families (APSCF) is implementing the project "Together for Quality Education" with the Liechtenstein Development Services Foundation (LED) support. The project aims to help create a safer and more protective school environment for students without bullying and cyberbullying. To achieve this goal, the project strategy is to intervene in two dimensions: 1. Evidence-based advocacy for improving anti-bullying policy framework and for school-based bullying prevention and intervention mechanism, and 2. Evidence-based information and awareness-raising campaign against bullying and cyberbullying.

The project activities include building the capacity and empowering partner CSOs, conduct academic research and sociological KAP surveys, organize a national raising awareness campaign,  development of two policy briefs and one methodological guide, sub-granting local CSOs to organize informative and awareness-raising activities.

Project Outcome:

  • Impact: Moldovan pupils learn in a safe and protective school environment free of bullying and cyberbullying.

  • Intermediary outcome: Authorities and school community take action to prevent and tackle bullying and cyberbullying.

  • Immediate outcome: Moldovan CSOs initiate and implement efficient advocacy initiatives against bullying and cyberbullying.

Expected Outputs:

 

  • Output 1:  Evidence-based advocacy for improving anti-bullying policy framework and for school-based bullying prevention and intervention mechanisms. 

  • Output 2: Evidence-based awareness-raising campaign against bullying and cyberbullying.
