The CREATIVO project is implemented by the Center for Entrepreneurial Education and Business Support (CEDA), which aims to contribute to the social and economic development of the country, poverty eradication through the development and harnessing of vocational skills, of private initiative and entrepreneurial spirit; also to promote entrepreneurship and entrepreneurial spirit through education, initiation and development of businesses. Moldovan labour market struggles with skills mismatches and with low relevance of skills obtained after graduation. This problem is even more acute for young people and adults graduating from programs provided by Vocational Education and Training (VET) institutions. The share of youth not in education, employment or training (NEET rate) is higher among VET graduates (42% compared to the overall NEET rate of 27% among youngsters aged 15-29).
Moldovan VET system fails to provide learners with relevant skills due to a range of problems it faces, such as: (a) insufficient capacity and expertise to effectively engage with private sector companies and customers; (b) low capacity to develop and implement demand-oriented CVET programs for private companies or other clients that are looking for upskilling or re-skilling programs; (c) low relevance of the in-school production workshops and entrepreneurial activities; (d) insufficient managerial and technical capacity to be accountable and student-centred.
The CREATIVO project is implemented by Center for Entrepreneurial Education and Business Support (CEDA). To provide qualitive (initial and continuous) VET services that deliver skills demanded on the labour market, VET institutions should integrate demand-oriented approaches. At least 10 institutions will be selected to participate in this project. In the application stage, the institutions will choose one of the two pathways: development of market-driven, inclusive courses or development of universally designed goods /services. The project intervenes at policy, institutional, and beneficiary levels and will contribute to strengthening the cooperation between the private sector and VET institutions.
Impact: Young people and adults enhance their employability due to relevant vocational education and training
Outcome 1: Partner VET institutions effectively deliver demand-driven courses in partnership with and for the private companies.
Outcome 2: Partner VET institutions improve their school-based economic/ entrepreneurial activities so that trainees gain relevant skills and the institutions generate higher income.
Output 1: Partnerships between VET institutions and private sector companies are established for designing and delivering continuous VET (CVET) courses.
Output 2: Demand-driven training courses (formal and non-formal) are designed and piloted by VET institutions.
Output 3: The capacity of partner Centres of Excellence is strengthened for scaling up of the piloted courses/new approach.
Output 4: Partner VET institutions develop new relationships with customers to supply demand-oriented products and/or services.
Output 5: Partner VET institutions pilot new/or expand existing demand-oriented production and service lines.
Output 6: The management capacity of partner VET institutions is strengthened.
Output 7: The accountability and inclusiveness in partner VET institutions is improved.
VET students engaged in entrepreneurial activities, young and adult job-seekers, VET graduates or already employed participants willing to upgrade their skills.
